Lower/right borders too small by one pixel

With Chrome 81.0.4044.92 (but also for the previous version used to create below screenshot), the lower/right borders are one pixel smaller than the upper/left ones: screenshot01

After playing around with the configuration, it looks like the problem is that the upper/left borders are drawn one pixel too large when using the first rule below (the second one works as expected):
