Choose another default application to open files?

When I click on the file:///e:/folder/127.html it automatically opens the file with the default viewer, which is Chrome.

Is it possible to make the extension choose a certain app (let's say, notepad) to open the link with when clicking on the link (while leaving the default Chrome viewer for html outside of FireFox)?
