use fedmsg for moving static analysis results

The Continuous_static_analysis_db SoC project can be better implemented if we piggyback on the fedmsg bus for our inter-app communication.

1. We can listen on fegmsg bus for build messages and trigger the static analysis on receiving them. A statscache plugin would be best suited for this task

2. We can use the fedmsg to promulgate the results of the static scans to our dashboard web app.
