bind gating tests were not triggered

• I requested side tag on rawhide branch using fedpkg request-side-tag
• Built first bind component into fedpkg build --target=f36-build-side-49891
• koji wait-repo f36-build-side-49891 --build=bind-9.16.25-2.fc36
• Built second bind-dyndb-ldap component into fedpkg build --target=f36-build-side-49891
• Used web bodhi interface, create new update. There I selected create from side-tag f36-build-side-49891: https://bodhi.fedoraproject.org/updates/FEDORA-2022-f727b70e0f
• Test did not pass automatically required gating test

Just to add to this:

• Bodhi did not send the message that the update is ready for testing for 12-ish hours
• "Re-trigger tests" button was not visible in Bodhi UI this whole time
• I ran following command:

$ bodhi updates trigger-tests FEDORA-2022-f727b70e0f
Username: msrb
Password: 
Update is not in testing status

Although it says "Update is not in testing status", it somehow unblocked the update and the message that triggers CI testing was finally sent.

It might be worth noting, this update obsoleted two previous updates. It might be related.
