Provide field for aditional notes about monitoring URL

A while ago, the Ruby version reporting was delayed. I have discussed this upstream, where I was suggested to use different URL. However, if I change the URL in release-monitoring.org, the information why this was changed will be lost. Is there a chance to record such information somewhere?

Unfortunately not, but if this will affect multiple projects it can always be added to documentation.
