There are repositories that don't have their GPG key in their files.
example: https://copr-be.cloud.fedoraproject.org/results/%40copr/PyPI-openstack/ https://copr-be.cloud.fedoraproject.org/results/%40copr/TEST1539951103Project10/
Some repositories are empty.

Answering myself, yes - but we should also install the gpg file there when we are creating the repository for the first time (processing the initial createrepo action).
