10 was successful. We should investigate if we enforce total number of peers == 3f + 1.

At least not consistently if so. There's at least one 5/6 federation out there. I'd guess the error came from something else.

With the new DKG I was able to set up a 10 guardian, multi-continent federation. I can test again with 11.
