Thanks @abhishekjain1982 to raise this issue. In 0.14.2 we choose to make metallb to be more kubernetes compliant and to honor the configuration. The change was willingly implemented in https://github.com/metallb/metallb/pull/2097...

Please follow the troubleshooting guide and all the items that were checked while filing this issue, including doing the arping test and providing logs with debug verblevel.
And then try to ask for help on the #metallb slack channel, it's likely that other users will help you since this is a basic scenario.

@DanielOsypenko there's no 4.16 version. This is the community version of the operator. If this is happening on openshift I suggest following up on Red Hat channels.
