[question] Why was is the plugin activated upon poetry update and not upon poetry build?

Sorry if this is an obvious question, but why was is the plugin activated upon poetry update and not upon poetry build command?

If I remember correctly, at the time, it was part of my use case.

I no longer use poetry or the plugin and have no time to maintain anymore. So, if you want to submit a PR to support the build command feel free to do so and I can review
