Allow users to create customised lists per application and per portfolio they can use for string matching

To decrease the likelihood of errors when entering in criteria for rollout strategy matching, allow the definition of lists - for example via typing it in or getting it via a REST request, so that people entering strategies can select from a sensible list (e.g of warehouses or regions specific to the organisation).
