A spinning animation to indicate that some process is busy.

Not to be confused with the proposed ProgressBar indeterminate state, which is different.

@rat-moonshine I have not started work on this component yet, and wasn't planning on it any time soon. However, if it is needed for Moonshine/Prominic stuff, I can prioritize it for a future update.
