Nupm is our unfinished package manager. https://github.com/nushell/nupm. We also have to be cross-platform, where would these files go on Windows?

it was just changed. i'm not sure why other than there were no tests for multiple ranges. the `chain` command in that comment and my issue are exactly about multiple...
that's all good stuff for stdlib too @NotTheDr01ds. i want those commands sometimes too.
