Link to test output before all tests finish

Some tests take a really long time, and it is useful to look at the test output before it finishes. We should link to the test output with a link that says something like RUNNING or IN PROGRESS.

This also fixes the case where an OOM killer or the kill() command kills a jitterbug process and no test output link is every shown, even though there is partial output.
