Added shell exec file to clean quotes from console

A Magento shell script was added to execute Quote Cleaning also from terminal. So an initial cleanup can be done before the cronjob does its job.

I know this is an old PR, but I think it's missing an entry in the modman file. Besides that, nice work.

[EDIT] I just found out that this repo is no longer maintained and was seemingly moved to AOEpeople/Aoe_QuoteCleaner [/EDIT]
