Bootstrap should collect logs from the server

Is your feature request related to a problem? Please describe. Symbol-bootstrap should make it easy to collect logs from the client when there is an issue.

Describe the solution you'd like example: create mongodb log - docker logs db > mongodb.txt tar -czvf catapult_server_logs.tar.gz mongodb.txt target/nodes/api-node/logs
