Dva1622 can't create volume,when initial setup

I have updated to the newest bootloader 1.1 beta 2.

Empty new hard disk.

When I fresh install a new dva1622, it can't create new volume before the first login.

So that it will not automatically install the security station,( so I can't get the 8 cameras licenses)

I have to use old bootloader, 1.0, it works all good.

Just for your information, for next update.
