Feature: curator config file

On the same model as Elasticsearch, Filebeat YML configuration completion, I'd like to have Curator YML configuration tooling. https://www.elastic.co/guide/en/elasticsearch/client/curator/5.8/actionfile.html

I know that Elasticsearch Curator is mostly replaced by ILM, but there are still some use case.
