[ci/cd] Create github actions workflow

Scope:

• testing pipeline triggered at push/pr
• add unit testing and status
• build tested and status
• go:generate health
• bats: e2e testing with compiled cmd (EbpfExternalDispatcher)
• add use cases for testing EbpfInternalDispatcher
• packaging (rpm? deb? oci image?)
