Static Limiter not working

I installed Luci-app-nft-QoS with all its dependencies, but the static limit is not working at all, dynamic is working fine tho. when I removed the pkg and installed it again...

notification dose not show up but if you enable URL Logging you can see videos' URLs and you can download them with another download manager >
