Pokemon not being detected near edge of scan area

I'm currently running about 20 100m scanners. Problem I'm having is, the whole area is not being scanned.

I'm guessing this has something to do with when the scanning radius was changed from 100m to 70m, but pogom still only allows 100m+ scanning radius.

Mimum radius needs to be changed to 70m, so I know the area inside the circle is actually going to be scanned.

Why not use a 140m radius?

That'd give me a longer scan time. Currently scanning 19 100m locations in ~10 seconds.
