First tick on the scoreboard shows `not checked` for every team/service

During the first tick of the game, the scoreboard displays tick -1. As a side effect every service is shown as not checked as there are obviously no checks for tick -1.

I would suggest not showing anything on the scoreboard until tick 0 is shown

What would you show instead? Should we just have no scoreboard available at all?

Yes, just have a blank scoreboard until there is data to show.
