Set up device configuration repo

Set up a site specific configuration repo using git for managing device configurations.

Here's an example - https://source.cloud.google.com/bos-ie-dub-grcq1/site_config -- I'm not exactly sure what this issue would be, since it's site-specific (there's one "one" device configuraiton repo). So there should likely be one for development (Ed), and then a separate one for whomever is doing actual qualification.
