[REQUEST] Add Docker container

Describe the feature:

We could have a Docker container to simplify all the setup.

Problem:

Currently, Dash requires Ruby, all the gems, postgresql and redis to work, along with running 2 commands to start the app.

I will abide by the code of conduct
