Allow installing through chocolately on Windows

I don't know if this has been discussed before, but I think the CLI should allow for more varied ways of installing instead of mandating users to first install scoop.

@KiChjang Thank you for your feedback, we have chocolatey support on the roadmap and will make sure this issue gets updated when we've added support.
