Dynamic dictionary / configstore

In the fastly.toml a static dictionary can be configured. Can we make this dynamic? Either watching an s3 url or even watching a local file.

Use case is we typically have long running local servers running while testing and it's useful to sometimes pickup dictionary exits without rebooting the local server.
