Use nbdev tools without requiring a nbdev project

He wants to use all of the nbdev utilities even outside nbdev:

• nbdev_clean
• Fixing merge conflicts
• nbdev_test

Right now, these things appear to require settings.ini to the end user. I think this might be possible already but we might need better documentation for this
