[Add] README_fa.md

[qniksefat]

• Added Persian readme doc
• Included links to it in other readme files

To make sure the format works correctly, I tried it in a private Github repo.

Given the alphabet format, I think now people can make Arabic and Urdu translations a bit easier on top of this!
