Reportedly, the GBA rom(s) are in a roms.pak file but are protected by a password, based on this forum post: https://steamcommunity.com/app/2728200/discussions/0/603022903526596463/
Can confirm the roms.pak when changed to roms.zip contains the NA and EU GBA roms for Ninja Five-O. Now if only I knew the PW.
@Rot-gut i feel like LRG are getting lazy with choosing their passwords.

The zip password is the exact same as the one for Clock Tower: smns/rbkjcs.rolr
Now should i check if i also get an insta-ban when posting the password to the Steam forums for that game? 🙈
@Infinest Oh my gosh, that's so funny. I didn't think to try the Clock Tower: Rewind password because I didn't think it'd work.
I'd actually be surprised if they banned you on the Ninja Five-O forum, because the support for that title to address bugs post-launch has been zero. But also, Konami published Ninja Five-O, not LRG/WayForward.

@Rot-gut Yeah, i only noticed they were the exact same after a few hours of poking at the game with Ghidra and Cheat Engine. Kind of annoying to learn after all that.
You might be right about not getting banned but i'm not gonna go and find it out myself this time. It was more meant to be a joke anyways. If anyone else wants to try their luck though, be my guest. ^^
I didn't care enough to check the ROMs myself but it would be interesting to know what changes were made exactly.
My Switch retail copy arrived today. The extraction method in the above post works for this version as well, the archive isn't even password-protected on Switch.
