This is an updated english translation of Shin Nekketsu Koha: Kunio-tachi no Banka, released back in 1994. Does this new release include a playable ROM? Seems to be using the Carbon Engine.

Yes! It has every language listed on the Steam page as separate ROMs in addition to the two English translations (literal vs localized). The ROMs are all loose in the install folder.

Completely unrelated, but the Wayforward localization is way better than the literal translation. The literal one just feels very unfinished and awkward to read.
