HubError: too many pending message count scans

What is the bug? I sometimes get this error when submitting a cast to my local hub.

error: Error submitting message to hub: HubError: too many pending message count scans

How can it be reproduced? (optional) Randomly happens about 5% of the times.

Additional context (optional) Local hub running version 1.14.0 Sync%: 99.9%
