noob question

It is unfortunately not clear to the uninitiated how to install this (even those comfortable with the command line). Could there be a brief instruction somewhere?

On Fedora, I needed to install the tcllib package, clone this repository to the ~/.vim/bundle/ directory, launch the script with ~/.vim/bundle/ghost-text-server.tcl, and it somehow works. But it only works when I manually launch it. Otherwise, nothing, which makes me feel that I still do it incorrectly. I did not install it as a vim extension, but I just launch it as a script. An instruction will definitely be helpful!
