Help pulls up the OOM help webpage (although doxygen is a compile-time dependency)

This is a 2-parter: LOS won't build if doxygen is not present at compile time, although choosing any of the help options other than "About" opens the OpenOctave Quick Start guide in a web browser, so it seems like doxygen isn't actually being used

Side note - I would love to help with converting / trimming down the OOM help docs to be applicable to LOS whenever you get to that stage. Are you going to start with a GitHub wiki or something like that?

los is still WIP, and being a fork there are still references to the old projects.

there's no point on doing a wiki yet, the UI is not finished. once the beta version is near release we can start with the wiki, pulling whatever stuff still applies.
