Tonal Palettes

Should we expose a method to create tonal palettes?

We talk about creating tonal palettes in HCT, but we do not provide any API functions to do this for the user.

Additionally, we've done some experiments with tonal palettes in OkLCh. Do we add that as well?

If we do, what should the API look like?
