Change dependencies to only depend on conda-forge instead of depending on conda-forge, nvidia, pytorch

+1 to this issue. Also, I wanted to ask about the motivation for this change, is it because the pytorch / nvidia channels have a restrictive license?

The motivation was not due to licensing, rather due to smaller likelihood of mismatched dependencies during the install (and thus hopefully fewer Nightly breakages), but we're not sure when we can get to this one.
