Clean up requirements.txt
Deleted mayavi and cartopy requirements, that are not used within project.
Relaxed requirements for torch, tim, and eva-decord in case somebody wants to use newer versions.

Pytorch 2.0 is suppose to be fully backward compatible, but a major version jump of a deep learning library is always scary. What environments / version have you tested locally?
Hi. I don't remember, but i think it was pytorch 2.0.1 and python 3.11.
Everything were fine.
