Fix submissions running on Windows

I appreciate that the library may not have official Windows support, and there would not be any Windows testing to prevent regressions, but these changes do get submitit working on Windows for me in all the cases I've tested... What do you say?

(I've tried to keep the Linux codepaths near-identical in behaviour.)
