Diagnostics pane's scrollbar is hidden behind "alternate" rows

Description

When I scroll on macOS Mojave (not tested on older macOS version) I noticed that the vertical scrollbar appears under the nuclide-ui-table-row-alternate rows (ie. the row obscures the scrollbar) while scrolling.

Expected Behavior

The diagnostics pane's scrollbar should be on top of all elements within the pane.

Actual Behavior

The alternate rows obscure the pane's scrollbar.
