Playback speed of GIF in Image component too fast

React Native version: 0.69.7

Steps To Reproduce

have gif url on Image component

Describe what you expected to happen: Simply gif images are too fast on Image component with RN 0.69.7. It was okay with 0.66

This is exactly the same issue that was described here a few years ago: #26716

No need actually, literally having an image component with a gif url is enough to show the issue.
