docs: Update _getting-started-linux-android.md

This PR updates the Documentation to reflect changes to React Native CLI environment setup.It replaces the deprecated npx react-native init command with the current npx @react-native-community/cli init method to creating new project and adds updated instructions for starting android build and Metro bundler in Linux-android.
