add hhbc repo exception monitor and print log

(1)add monitor command "check-repo",command implement ,check the 11 hhbc tables whether exists exception,normal will print "hhbc is ok",exception will print 11 tables exception message (2)add RepoException log,set "no such table" log level is info,others set log level is error,print full exception log when repo happen to exception
