Fixed FOLLY_ELF_NATIVE_ClASS definition for non-glibc systems
A fix for https://github.com/facebook/folly/issues/1478
Rationale:
If __ELF_NATIVE_CLASS is defined it is GLIBC environment If __ELF_NATIVE_CLASS is not defined but __GNUC__ is defined it is gcc or compatible compiler in non-GLIBC environment (FreeBSD, musl, whatever). gcc or compatible compiler will have __LP64__ defined if appropriate
