Cannot merge lines together.

Description

Trying to merge a sidewalk and a line fails. Same with attempting to continue the sidewalk.

Steps to reproduce

  1. Build a line
  2. Tag it with highway=footway+footway=sidewalk
  3. Attempt to continue the line from endpoint
  4. Attempt to create a new line from endpoint

I guess if the existing sidewalk is part of a relation it does not allow you to merge a new line.

The lower sidewalk has overlapping geometry...
