Zoom and Rotate Bug
Description
Every time when my mouse hover into the edge side of compass, zoom-in, and zoom-out. The current view become zoom and rotate as your mouse moving left-right and up-down on whole screen as if you are holding still you middle mouse on G****e Earth. The Esc, Enter, and right-left-middle click, won't cancel the command.

@FajrAlim Rapid and iD are completely separate projects that share no code anymore, so this is the right place for the issue.
I am seeing the same on Linux (Ubuntu 24.04.2) and Opera 117.0.5408.154. Once the zoom/rotate takes affect from leaving the map pane on the window, it is completely useless and needs a tab reload. RapID is useless until this is addressed. Confirmed that this does NOT happen in ID, only RapID.
Can we get the change that caused this reverted? This is super annoying! It's amazing how often this small little area is hit with the mouse.
