Solid black arrow cursor

Description

The cursor in Rapid has two shapes- the hand for panning and the white arrow for selecting/editing. When selecting and deselecting features, the cursor will randomly turn into the default black mouse cursor until I move it over something that would cause it to change.

Steps to reproduce

  1. Select or deselect a feature.
  2. move the mouse slowly.
  3. avoid crossing or touching any other features
  4. easiest to see with area features
  5. This is somewhat inconsistent. moving the cursor too quickly sometimes seems to prevent this from happening.
