Support KartaView 360° imagery

This got a mention on #1139 and https://github.com/openstreetmap/iD/issues/8821

We should

  • [x] update the marker styling to show as a bubble not a cone
  • [ ] probably switch over to using the pannellum viewer that the StreetSide imagery uses.
