Make AI suggested data for Roads visible at lower zoom levels

Description

Being able to review large areas of the map and see where AI suggested road data are located, could be very handy to speed up, data creation in OSM.

Please I clarify: being able to SPOT where the data is, Not to edit the data, that will require zooming to an editable zoom level.

I agree - #557, #765 are kind of related but those tickets mention OSM data, not Rapid data. We also have other sources of data from things like Mapillary and custom data sources.

In general we need to manage the scene and the network a bit better. We want to let our users see things at low zooms, maybe in some simplified state, but not necessarily edit those things, and if we can do it in a way that avoids saturating the user's network by downloading a ton of data, that would be great too.
