Quick update on this - @Bonkles has been working on improving our internal conflation service to better handle issues talking to the OSM API. We think this is the cause of seeing buildings that already exist in OSM.

(This is related to #1323, but a bit different)

This issue remain happening in Canary and also in Version 2.5.1.

All green buildings are already in the OSM database

Thanks @jjiglesiasg - unfortunately this is related to the service we fetch the buildings from.
We're thinking of ways to avoid depending on this service to do the conflation for us, since Rapid already needs to fetch everything from OSM, it has all the information it needs to know where the buildings are.
