Feature: Enhance environment-awareness to account for minimum OpenShift version

Not all Boosters will be compatible in all target environments. At the moment we explicitly note which environments are supported by a Booster in terms of starter, OSIO, etc. ie:

But we'll also need to be able to filter by minimum supported OpenShift version.
