Allow specifying separate BuildConfig and DeploymentConfig ENV vars with newApp

Right now the env property values get added to both the BuildConfiog and DeploymentConfig environments (it was assumed that this wouldn't really cause any problems in the vast majority of cases). It would be nice to be able to specify different ones anyway.
