Docker image contains old version of scrapy

I stuck with SSL bug using proxy, that was fixed in 3.1.1 version. But docker image contains 3.0.1, even if I pass 3.1.1 tag. Manual building docker image solves problem, and now I have latest version.

Is it a bug or normal behavior?
